State Agencies Grooming Good Managers

The North Carolina Department of Health and Human Services (DHHS) sponsored 361 Public Manager Program (PMP) graduates, making them the top sponsoring agency in North Carolina. Why does DHHS support PMP so wholeheartedly?

"Because it grooms good managers," says Debbie Crane, DHHS's public information officer. "We show PMP our highest level of support and encouragement."  

The PMP is designed to produce better state government middle managers through its in-depth, comprehensive training program. DHHS, the largest state agency in North Carolina, has sent the most employees through the program; the DOT is in close second with 304 graduates. Not only do the largest state government agencies, DHHS and DOT, see the benefit of supporting PMP, still smaller state government agencies such as the DOI encourage and support PMP; having sponsored 12 PMP graduates out of its current 422 agency positions, three of the 12 DOI graduates are supervisors in the Department's Life and Health Division.

Jean Waters of the Office of State Personnel noted that enrollment in the PMP course is down, with the current class short 12 enrollees. Even so, Waters notes that the PMP pre-requisite classes are full. Crane observed that the gradual statewide reduction in agency positions could also have an effect on current and future PMP enrollment. "DHHS alone has reduced our employee workforce from nearly 24,000 to around 18,000," she said.
