
Sandy C. Pearce Receives the 2004 Margaret J. Bailey Award
The North Carolina Society of Certified Public Managers® (NCSCPM) presented the 2004 Margaret J. Bailey award to Sandy C. Pearce at its annual meeting on November 19th. In an effort to recognize those who serve the State in a managerial capacity, the Margaret J. Bailey Public Managers Award was established in 1996, named for one of the founders and past-presidents of the Society. Its purpose is to recognize and express appreciation for outstanding achievements in relation to the goals and tenants of the North Carolina Society of Certified Public Managers®. This award represents the highest honor that the Society bestows.
Sandy personifies the Certified Public Manager® Fellow. Her commitment to the State, the Department of Corrections, the North Carolina Society of Certified Public Managers® and the community, mirrors the canons on which the Society was formed. Throughout her 25 years in public service, she has consistently demonstrated effective and efficient use of resources, creative leadership, diligence, perseverance and thoughtful and objective management of her employees. Sandy currently holds the position of Manager of the Office of Research and Planning. By practicing the managerial skills acquired through the PMP program and a Masters in Public Administration, she has transformed the Office into a cohesive, motivated and high-achieving operation.
Sandy not only serves the State and her agency well, but also has been tireless in her devotion to the North Carolina Society of Certified Public Managers®. Sandy has served as an Officer or Board member for over eight years, providing stability, support, direction and leadership to the Society. As Board Chair, Sandy developed and implemented a strategic planning process, which is an important planning and performance measurement tool ensuring effective and efficient management of Society operations. As President, she pursued an agenda of increasing the Society's pool of active and capable leaders through strong standing committees. Faced with a transition from the original cadre of leaders to a new generation of more recently graduated members, Sandy recognized the need to develop a pool of Society leaders for the future. Her vision, based on personal responsibility and accountability among committee chairs, delegation of responsibilities to Board members and the development of future Society leaders drawn from committees and membership at large will ensure viable leadership for the Society for years to come. Sandy has sought opportunities for continued professional growth by attending annual conferences of the American Academy of Certified Public Managers® in 2000, 2001, 2002 and 2003. She was a co-presented for three of these, including; "Future Search" in 2000, "Being an Optimistic Manager" in 2001 and "Anger Management for Managers" in 2002.
In summary, Sandy Pearce represents all the Society stands for: excellence in public service through commitment to the State, effective and efficient management and creative leadership; dedication to the Society; and a commitment to life long professional development and personal growth. The North Carolina Society is honored to have Sandy C. Pearce among its ranks and is honored to present her with the 2004 Margaret J. Bailey Award.
