Highlights from the 2005 AACPM House of Delegates (HOD) Meeting

The AACPM House of Delegates met on September 21, 2005, in Manchester, New Hampshire. This was a very productive meeting. Here are the highlights from the meeting:
GOVERANCE
Board of Election Committee
The results of the AACPM Elections of Officers as follows: Julie Rupp Felice (UT), President-Elect; Judy A. Dennis (OK), Secretary; and Robinil H. Jameson (KY), Member-at-Large/Member Affairs.
Mentoring Committee
The Mentoring Committee has focused its primary attention in 2005 on the three new Member Societies admitted to the Academy (Idaho, Virginia and Washington) and on continued communication with the Iowa Society in hopes of completing their Membership application. In addition, the Committee has been active in communicating with current AACPM Societies, as well as, CPM programs with pending graduates. The AACPM Board made it a priority this year to attend as many local society functions as possible within budget and schedule constraints.
Ways and Means Committee
The Committee will continue having organizational meetings to discover and discuss possible ways to implement better ways to "revenue share" between the AACPM and the Member Societies.
Finance Committee
The Finance Committee focused its efforts in a number of areas of interest and responsibility during the past year in order to work towards some longer-term goals of the Academy.
However, of primary responsibility, the Committee’s first area of activity per the AACPM SOPs is preparing of the Academy’s annual budget and the audit of the Academy’s financial records.
With the Board of Director’s concurrence at its Annual Meeting in January 2005, the Committee focused attention and effort towards longer-term efforts of the Academy in terms of program funding and the potential of establishing a companion non-profit entity to accept and receive funds separate from the Academy’s general fund.
Another activity was securing the services of a Certified Public Accountant to review the financial records of the Academy. For the past several years, J.D. Cox and Associates Company, Inc., of Cary, NC was selected to provide the service. But with the change in Academy Treasurer from North Carolina to Arizona, it became operationally necessary to secure the services of an individual or firm physically closer to the Academy’s financial records. Kristopher K. Holcomb, CPA of Holcomb & Shreeve, CPAs of Gilbert, Arizona was selected for this task.
The Committee will also be active and involved with the Conference Committee activities related to the finances of past, current and future conferences.
Strategic Plan
The AACPM Board of Directors will be considering changes to the Academy's Strategic Plan. An electronic version of the Strategic Plan can be found at the Academy's web site. Submit proposed changes to the Strategic Plan to Bill Herman or Debbie Smith for review and consideration.
Academy Constitution and Standard Operating Procedures (SOPs)
At the Presidents Luncheon Meeting in Manchester, NH, a notebook containing the Academy's current Constitution and SOPs was distributed to each Member Society.

COMMUNICATIONS
Communications Committee
Since the 2004 HOD meeting, five editions of "The CPM Connection" have been published and the Academy's website continues to be updated with the latest information for the Academy's members.
Integrated Marketing and Resource Catalog Committee
The Committee, as a result of the information contained in the NH CPM Team's project (which focused on investment of the CPM credential), will continue to develop further branding of the "CPM" credential and marketing tools for the Academy and its Member Societies.

MEMBERSHIP
Henning and Management Practices Committees
Refer to articles elsewhere in this edition of The CPM Connection regarding the recipients of the Henning Award and Askew Awards. Tom Patterson (LA) and Nancy DeWitt (LA), AACPM Past Presidents and Henning Award recipients, volunteered to lead an endeavor to develop a primer to assist Member Societies in writing Henning nominations for submission to the Henning Committee. One Henning nomination can be submitted each year from each Member Society and all are encouraged to do so.

MEMBER SERVICES
Wilkinson Scholarship Committee
The 2005 recipient of the Fran Wilkinson Scholarships is Torry L. Edwards, CPM (TX). Mr. Edwards received an award for $750.00 at the AACPM Awards Banquet in Manchester, NH.
Conference Committee
Conferences are planned through 2009. They are as follows: Louisville, Kentucky (September 2006); Madison, Wisconsin (September, 2007); Columbus, Ohio (September, 2008); and Florida (2009).
Member Affairs Committee
At the Presidents Lunch Meeting in Manchester, NH, each Society President received a revised copy of AACPM's Standard Operating Procedures (SOPs). This Committee is working on a proposed survey that is intended to establish a baseline measurement for determining the Academy's progress toward the Academy's Strategic Plan initiative to endorse and promote continuing education for its members. The proposed survey will serve as a starting point in making improvements to the Academy's Leadership Institute.
Leadership Institute
This year, the Leadership Institute continued into its fourth year, with Leadership Institute presenters included in the offerings for the 2005 Conference held in Manchester, NH.
Orientation Committee
At the Orientation for First Time Attendees held on September 18, 2005, the Orientation Committee presented topics such as: organizational history and culture, organization structure, policies and practices, House of Delegates (HOD) role, proceedings and responsibilities, available AACPM society assistance.
AACPM Trademark Update
With the assistance of Tom Patterson (LA), AACPM Past President and Henning Award Winner, the name "The American Academy of Certified Public Managers®, Inc. has been successfully trademarked protected. Mr. Patterson's next task will be to work toward the protection of the Academy's logo.
ASPA Membership Opportunity Reminder
The American Society of Public Administration (ASPA) offers reduced membership for individuals who are members of the Academy. See the information at the Academy's website.

The 2004 Annual Report of the American Academy of Certified Public Managers® was distributed at the House of Delegates Meeting. This report is also available at the Academy's website.
