Commissioner Bizzack Receives Leadership Award

The Gene Childress Leadership Award was presented to Commissioner John Bizzack at the Kentucky Society of Certified Public Managers Election and Awards Luncheon at the Berry Hill Mansion in Frankfort. The award recognizes outstanding leadership in government, excellence as a role model, exceptional level of service to the public, and performance above and beyond the call of duty.

Mr. Childress, the first Executive Director of the Governmental Services Center, for whom the award was named, attended the ceremony. During Mr. Childress’s tenure at GSC, he earned a reputation for being supportive of his staff; he motivated them and gave them opportunities to excel. He was a visionary and exemplified a desire for excellence. In creating this award, it was decided that these are the qualities that should be reflected in the recipients of the Gene Childress Award.

The Gene Childress Award standards for excellence are evident in the career of Commissioner John Bizzack. In presenting the award, J.R. Brown, past-president of the Kentucky Society of Certified Public Managers, introduced the Commissioner as a "life-long public servant, educator, author, scholar, businessman, visionary, and most of all a leader." The Commissioner’s support of the CPM program and his employees is exemplified by the fact that "twenty-one of the Department of Criminal Justice Training’s employees are certified public managers and over fifty additional employees are enrolled in the program."

Commissioner Bizzack has led his agency since July 1996. The organization has grown from 60 employees to 190 employees. With this growth, the complex has expanded from two buildings to seven. The Department of Criminal Justice Training is the first training academy in the nation to be accredited by the Commission on Accreditation for Law Enforcement Agencies’ Public Safety Training Academy Accreditation Program and is recognized as one of the top law enforcement training agencies in the nation.

The Commissioner’s favorite statement is "leadership is a behavior, not a position." He truly models that statement, exemplifies the role of a leader, and is very deserving of the first Gene Childress Leadership Award.
