| Highlights from the 2004 AACPM Board of Directors Meeting

The AACPM Board of Directors met on November 8 and 9, 2004, in Louisville, Kentucky. This was a very productive meeting. Here are the highlights from the meeting:
GOVERANCE
Mentoring Committee
On November 9, 2004, the Idaho and Virginia Societies were officially admitted into the American Academy of Certified Public Managers®. Also, the Board provisionally approved the State of Washington Society's Constitution and Bylaws.
Ways and Means Committee
Ed Burt, AACPM Treasurer, volunteered to prepare a draft Standard Operating Procedure for this Committee. The AACPM Board of Directors will review this draft SOP.
Strategic Plan

Finance Committee
This Committee has focused its efforts into two primary areas of interest and responsibility during this year. The first area of activity is monitoring and administering the budget and revenues/expenditures of the Academy. The Committee works to complete the close-out of the 2004 Kansas Conference and is working with the New Hampshire Society with financial planning for the 2005 AACPM Conference.
AACPM Standard Operating Procedures (SOPs)
The Board of Directors is in the process of reviewing and making revisions to the Academy's SOPs. This work will be continued at the next AACPM Board of Directors meeting scheduled for January 31 through February 1, 2005.
COMMUNICATIONS
Publications Committee
Since the June 2004 AACPM House of Delegates meeting, the Publications Committee has worked to review its duties and responsibilities contained within the AACPM Standard Operating Procedures Manual, and have developed a proposed revision to the SOPs. The Academy Board adopted these SOP changes, which officially changed the Publications Committee to the Communications Committee.
Recognizing it is coming to the end of the existing two-year publishing schedule for the Academy newsletter, “The CPM Connection”; the Committee has outlined a proposed publishing schedule for the ensuing two-years (2005 and 2006).
Integrated Marketing and Resource Catalog Committee
The Committee, as a result of the information contained in the national survey project entitled “The Value of the Certified Public Manager’s Education and Designation,” will develop further efforts at branding of the “CPM” credential and marketing tools for the Academy and its member societies.
AACPM/ National Association of Government Training and Development (NAGTAD) Conference (2005)
The AACPM Conference Chair has been working closely with the New Hampshire Society (NHACPM) and has participated in several planning meetings in preparation for the 2005 AACPM Conference. In addition, we have met with the NAGTAD organization to affirm that both organizations agree to hold concurrent conferences in Manchester, New Hampshire in 2005, with the NHACPM acting as host to both organizations. As part of the Conference for next year, we will include a Presidents' session and the AACPM Conference Committee will meet for a "lessons learned & lessons shared" session to allow future host societies to benefit from current host society's experiences.
Committee Reviewing Electronic Communications (Follow-up)
The AACPM Board reviewed this Committee report and took action in the summer months. Societies now have a tool on the Academy's website to assist them in Communication with other Societies and the AACPM Board of Directors.
The National CPM Consortium Update
In addition to Virgin Islands, the National CPM Consortium granted Associate membership to a California CPM Program (Center for Organizational Effectiveness based in San Diego).
MEMBER SERVICES
Wilkinson Scholarship Committee
The Committee completed its' work for the 2004 awards, which were presented at the June meeting in Topeka, Kansas. The current members of the committee have served together for two years and have worked to improve the SOP for future Committee members.
Conference Committee
Conferences are planned through 2009. They are as follows: Manchester, New Hampshire (September, 2005); Louisville, Kentucky (September 2006); Madison, Wisconsin (September, 2007); Ohio (September, 2008); and Florida (September, 2009). The Wilkinson Scholarships and Askew Award presentations have been moved back to the AACPM Awards Banquet. This should open up the agenda at the Presidents Luncheon for discussion and handling of communication issues.
Member Affairs Committee
An online membership directory is planned for the very near future.
Leadership Institute (LI)
The 2000 AACPM Board of Directors authorized the LI for pilot implementation. The AACPM Board’s Charge statement included an expectation that a three-year summary report would be provided. A summary report with recommendations was submitted to the AACPM Board by the LI Committee. The three-year pilot grew out of the Academy’s strategic planning process, surveys, needs assessments and board member initiative. It was implemented as the Academy’s response to requests by member societies and individual members for continuing education and/or professional development courses in leadership, and in the unique leadership skills and activities associated with successful member associations. At the 2004 AACPM House of Delegates Meeting, a commitment was made to do a survey of the intended audience of the LI classes, including Society Presidents, and of the individuals who attended the LI Sessions over the last three years regarding LI. Dave Finley (KY) who will be assisted by Robinil Jameson, AACPM Member-at-Large (MA), is developing a survey. The AACPM Board, with input from the LI Committee Co-Chairs, will approve the survey before it is distributed to the Society Presidents and other designated participants.
