2008 AACPM Election

In the Winter 2007 edition of The CPM Connection, we asked for qualified, motivated and interested candidates to run for Board positions for the upcoming election to be held in September 2008. This is your reminder that you still have time to complete a nomination form for yourself or to nominate a fellow CPM. A goal of the Board of Directors is to secure multiple candidates for each of the three positions up for election this year, and we have many qualified members that could make that happen.
The American Academy of Certified Public Managers® (AACPM) offers the opportunity for professional development, national networking with public managers, on-going education and community service through volunteer leadership opportunities. Your participation in program activities, on committees or in the governance of the AACPM enhances the benefits received by you and others from the Academy.
In 2008, there will be three Board seats up for election. Those positions are President-Elect, Treasurer and Member-at-Large/Conferences and Communications. The President-Elect’s position is a three-year commitment (one year as President-elect, one year as President and one year as Past President), while the terms for Treasurer and Member-at-Large are both for two-year terms.
The election will be conducted as part of the annual House of Delegates (HOD) meeting on September 10, 2008 in Columbus, Ohio, with service beginning on January 1, 2009.
The Academy’s Officers and Board Members serve as trustees to our commitment to public service as an honorable calling and to the Academy as a moral, economically viable and dynamic organization.
We are committed to treating each other with dignity and respect, and we work to provide all officers and members with tools and assistance as needed to make the contributions that give meaning to service.
I salute each and every Academy officer, board and committee member with whom I have the privilege and honor to serve. It has been a rewarding and meaningful experience to work with these individuals for the betterment of the Academy and the Certified Public Manager® program.
It is now YOUR TIME to consider volunteering your leadership skills, talent, experience and time in service to the Academy. You will find information elsewhere in this Newsletter regarding the service opportunities and the positions that will be on the 2008 ballot. I strongly encourage and highly recommend you become involved and run for one of the Academy offices this year.

DUTIES OF POSITIONS BEING ELECTED
The duties of the positions being elected are in synopsis form. (The President-Elect’s duties are expanded to include those of President and Past President as this person automatically assumes these positions.)
SYNOPSIS OF THE DUTIES OF THE PRESIDENT-ELECT/PRESIDENT/PAST PRESIDENT
- Secondary contact between the Academy and the Consortium;
- Develop Academy budget and implement audit findings;
- Maintain contact with Conference Committee, concentrating primarily on the next two Conferences;
- Assist in mentoring new Societies; and
- Provide assistance to and/or chairs the following Committees: Finance (C), Conference (C) and Orientation;
- Overall monitoring and directing of Academy activities within the Strategic Plan;
- Primary liaison between the Academy and the Consortium;
- Preside at all meetings of the Academy and its Board;
- Appoint Chairs of all standing and special Committees;
- Authorize Treasurer to dispense funds in accordance with the approved budget;
- Maintain communications with all Societies; and
- Provide assistance to and/or chair the following Committees: Henning;
- Maintain contact with and acts as mentor to prospective Societies;
- Compiles the Academy’s Annual Report; and
- Provides assistance to and/or chairs the following Committees: Elections (C), Bylaws & Ethics (C), Mentoring (C) and Management Practices.
SYNOPSIS OF THE DUTIES OF BOARD TREASURER
- Exercise control over all Academy funds, disbursing as needed in accordance with approved budget
- Maintain records of all receipts and expenditures and submit records for annual CPA review
- Maintains membership database
- Issue invoices for state assessments and work with Society Treasurers to secure member dues, especially for HOD Delegates prior to the HOD Meeting per the SOP
- Distribute financial reports quarterly and at all meetings of the Board of Directors and House of Delegates;
- Serve on the Finance Committee and assist President-Elect in developing proposed annual budget and reports for presentation at HOD Meeting; and
- Deliver all Academy financial files, papers and other property to incoming Academy Treasurer.
SYNOPSIS OF THE DUTIES OF THE BOARD MEMBER-AT-LARGE/CONFERENCES & COMMUNICATIONS
- Chair the Communications Committee with responsibility for quarterly newsletter, Academy brochure and other printed material;
- Serve as Member and assist President-Elect with Conference Planning Committee, concentrating on those conferences 3+ years out;
- Work with President to issue “Call for Delegates” certification requests to Society Presidents, receive and compile names of HOD Delegates, verify HOD Delegate membership status with Treasurer and follow-up as needed;
- Receive HOD Committee Reports from Secretary and compile/distribute HOD Meeting packets (agenda, financial reports, proposed budget, previous meeting minutes, committee reports, etc.) to certified HOD Delegates and alternates;
- Provide HOD Delegate identification placards and sign in sheets for HOD Meeting and assist Secretary as needed at HOD Meeting; and
- Provide At Large Member/MA a final listing of HOD Delegates to update HOD Listing in SOP.
