New Academy Leaders Elected In Topeka

Sixty members of the 2004 American Academy of Certified Public Managers (AACPM) House of Delegates elected a trio of individuals to leadership positions within the national organization during its annual meeting in Topeka, Kansas in June.

The Academy election marked the first time a municipal government manager was chosen to serve as President-elect, while three ballots were required to determine the election of a Member-at-Large for Conferences & Communications following two tie ballots.

Bill Herman, President-elect

Bill Herman of New Hampshire was elected to serve as President-elect, while Laurence Gordon of Arizona was named Treasurer and Greg Hyland of Arizona was chosen for the Member-at-Large position.

Town Administrator for the Town of New Durham, NH, Herman will serve on the seven-member AACPM Board of Directors, which governs the national organization, and will assume the President's position in 2006.

As President-elect, Herman has stressed that key areas of focus for the Academy in the near term is retention and development of membership; strengthening the financial stability of the national organization; mentoring new and current leadership for state societies and the national organization; and enhancing the professional recognition of the Certified Public Manager credential.

Herman is currently serving in a two-year term on the AACPM Board of Directors as the Member at Large for Communications and Conferences. When his current term expires at the end of this year, he will assume the President-elect's position.

In addition to his service to the AACPM, Herman is a founder and current Treasurer of the NH Association of Certified Public Managers (NHACPM). He also serves as the chairman of the Concord Regional Solid Waste/Resource Recovery Cooperative, a government entity comprised of 27 municipalities in central New Hampshire; chairman of the NH Public Works Standards and Training Council, and chairman of the NH School Health Care Coalition, a pooled health insurance program which provides health insurance coverage to approximately 6,000 public sector employees and retirees through the Granite State.

In addition to the Academy, Herman is a member of the International City/County Managers Association (ICMA) and the New Hampshire Municipal Management Association (NHMMA).

Herman graduated in 1998 from the first New Hampshire Certified Public Manager program. He has been a member of the AACPM House of Delegates since 2000, the year the NHACPM was chartered by the national organization.

Laurence Gordon, Treasurer

Elected to serve a two-year term as AACPM Treasurer, Gordon brings seven years of experience as the Treasurer of the Arizona Society to the position. His service as Arizona Treasurer included the hosting of the 2001 AACPM Professional Development Conference in Scottsdale.

For the past 18 years he has been with the Phoenix Municipal Court, which is among the 10 busiest municipal courts in the United States. Before becoming a public servant, he worked for a Certified Public Accountant handling the bookkeeping duties of a small public water company and a liquor store.

Gordon has been presented with three Presiding Judge Awards for outstanding achievements, named Outstanding Canvasser for the City of Phoenix US Savings Bond Drive, been recognized for serving on several Community Service Fund Drives and for contributions in supporting the Cooperative Office Education program.

He was twice elected to the House Committee of the Veteran of Foreign Wars, Post 1433, and is currently serving as the Committee's secretary. Gordon is a former member of Sheriff Joe Arpaio's Search and Rescue Posse.

A member of the Arizona Society of Certified Public Managers since 1994, Gordon has been a State Board member since 1996, attended AACPM conferences from 1998-2004 and has attended the AACPM House of Delegates in 1999, 2000, 2001, & 2003.

Greg Hyland, Member-at-Large for Conferences and Communications

Currently the Strategic Communications Manager for the City of Yuma, Arizona, Greg Hyland will fill the position of Member-at-Large for Conferences and Communications. Greg's daily duties with the City of Yuma consist of marketing and communication in one of the fastest growing communities in the country, including overseeing the operation of government television channel(s), as well as an award winning website.

The current President of the Arizona Society of Certified Public Managers, he has been active on both the Academy and Society Levels including, four terms as Arizona Society President, Society Membership Chair, Society Vice President, Society Board Member, Member of the Academy Publications and Conference Committees, Henning Award Committee, Academy Accreditation Review Committee. In 2003, Greg was a Henning Award nominee, and was the recipient of the second AACPM President's Award this year.

Hyland has more than 20 years public sector experience and has received numerous performance awards including five "Manager of the Year", two "Spotlight Awards", two "S.T.A.R Awards" and five nominations for Employee of the Year.

Active in the local community, Hyland has served as President of the Yuma Kiwanis Club (Arizona's oldest service club); was the Charter President of the Kiwanis Club of the Foothills; Chairman of the Yuma Heritage Area Task Force; Chairman of the Riverfront Task Force; Founding Chairman of the Yuma Community Marketing Group; and a Member of the Yuma Strategic Planning Project, and Founding Board Member of the National Alliance of Gateway Communities.

"I feel I can assist the academy to continue to grow in the areas of communication with our members by continuing to expand the accessibility and readability of the CPM Connection and the Academy's website as well as provide guidance to make our upcoming conferences beneficial to our entire membership," Hyland reports.

The Member-at-Large position is charged with chairing the AACPM Publications Committee, handling functions for the annual House of Delegates meeting and serves as a member of the AACPM Conference Planning Committee.

The new officers will assume their positions in January 2005, and will join Debbie Smith of Oklahoma, President; Ronald Buchholz of Wisconsin, Past President; Julie Felice of Utah, Secretary, and Robinil Jameson of Kentucky, Member-at-Large for Member Affairs, on the AACPM Board of Directors.

The Treasurer and Board Member-at-Large will serve for two-year terms, while the President-elect will serve a three-year term, one year each as President-elect, President and Past President.
