Two Academy Members Receive Wilkinson Scholarships

Two Certified Public Managers (CPM) furthering their education were presented with enhanced 2004 Fran L. Wilkinson Scholarships by the American Academy of Certified Public Managers® (AACPM) during the 16 th Annual Professional Development Conference in Topeka, Kansas.
Following the recommendation of the Wilkinson Scholarship Committee, the AACPM Board of Directors increased the annual scholarship to $750 beginning in 2004.
Wilkinson Scholarship Committee Chair Stephen J. Mastro of North Carolina, a 2002 Wilkinson Scholarship recipient, made the scholarship presentations to Nikki LeMaster-Butler, CPM, of Mississippi and Ronald S. Volkerding, CPM of Ohio. The presentations were made during the annual Presidents' Luncheon held as part of the Topeka conference.
Attending Mississippi State University to attain a Masters of Public Policy and Administration degree, LeMaster-Butler is the former administrator of the Mississippi Certified Public Manager® program. A program graduate, she has served on the Mississippi Society of CPM executive board, in addition to serving as a member of the National CPM Consortium and as a member of its executive board. Community activities include her service on the board of directors for the Black Rose Theatre and her active participation in Cystic Fibrosis Foundation activities for the past 18 years.
Deputy Director of the Greene County Sanitary Engineering Department, Volkerding is attending Wright State University where he is pursuing a Masters in Public Administration degree. He serves as the Environmental Chair for the American Society of Civil Engineers, and is on the Board of Directors of the Little Mimi River Partnership. For the Ohio Society of Certified Public Managers®, he has led the development of the Ohio CPM of the Year award criteria. He has also lead the "Partnerships for Success Initiative" team project for Greene County. Ohio Society President Julie Trackler accepted Volkerding's scholarship.
In advance of the June conference in Kansas, the Wilkinson Scholarship Committee proposed revisions to the AACPM's Standard Operating Procedures (SOP 11.60) concerning the Wilkinson Scholarship, which included the increasing the $500 scholarship to $750. The AACPM Board of Directors unanimously adopted the committee's proposal in December 2003.
In addition to Mastro, members of the Wilkinson Scholarship Committee include Barbara Taft, CPM, of Oklahoma and Pamla Wood, CPM, of Kentucky.
The Wilkinson Scholarship is named for Fran L. Wilkinson, who was the President of the Georgia Society of Certified Public Managers® in1983 and served as Chair of the National CPM Consortium in 1987. Fran passed away unexpectedly in 1990, and the AACPM House of Delegates renamed the AACPM Scholarship in her honor in 1994 as a token of remembrance, affection and esteem.
