Society News

This year, the HOD will be electing a President-Elect (three year term – one year as President-Elect; one year as President; one year as Past President), a Secretary and a Member-at-Large for Member Affairs. The Secretary and Member-at-Large positions serve a two-year term. The terms of office begin January 1, 2008.

The candidates for office are:

On Tuesday September 11, 2007, the Meet the Candidates forum will be held at 7:45 a.m. in Madison, Wisconsin. This will be your opportunity to ask the candidates your questions prior to casting your votes at the House of Delegates (HOD) Meeting Wednesday September 12.

Each candidate’s biographical information is listed below.

Candidate for President-elect
Bill Herman, CPM (New Hampshire)

I am honored Arizona CPM Society Vice President Hazel Best-Shaw has nominated me to return to this leadership position, and that my employers have given me their strong support and encouragement in this effort.

As an honorary member of the Arizona Society of Certified Public Managers® and an incorporator of the New Hampshire Association of Certified Public Managers®, I believe I bring a cross-jurisdictional view to service at the Academy level.

For the past five years, I have served on the AACPM Board of Directors with a belief in the value of the CPM credential and in the importance of bringing larger numbers of public servants into active membership in the Academy. As President-elect, I will continue to work with the AACPM Board and Society leaders to further the success of the Academy’s mission, vision and values, particularly in terms of enhancing member benefits.

Initially having served as the Member-at-Large for Conferences & Communications and then as Academy President, I have developed a strong understanding of the Academy’s history and strengths, and have been able to work with all segments of our membership.

Retention and growth of our membership has to be our highest priority as a national organization. We cannot deliver or improve the kind of quality service and programs the AACPM members deserve without increasing our membership base and involving more members in local and national leadership roles in the organization.

As President-elect, I will continue to strive to leverage the resources and past success of the Academy as a means of further advancing the CPM philosophy and the stature of the credential. I also am pleased to remain an active municipal government representative at the Academy level.

I offer the following in response to the request for a few personal bullets about my background:

  • Proud father of two sons (Brian, 22; Andy 20).
  • Thirty years of public service as an elected or appointed official at the federal, state or local level, including having been the youngest Town Moderator in New Hampshire at age 22.
  • Singled out nationally for recognition by the National Association of Towns & Townships with its Grassroots Government Leadership Award.
  • Invited guest at a once-in-a-life-time event to witness the swearing-in of a family friend & neighbor as a Justice on the United States Supreme Court.
  • Certified as a BBQ judge by the Kansas City Barbecue Society — and enjoy judging many barbecue competitions around the country, despite my Northern roots!

Candidate for Secretary
Debra Bourbeau, CPM (New Hampshire)

As candidate for the office of the AACPM Secretary I will contribute to the continued success of the Academy’s mission, vision and goals. The opportunities I have had since joining the AACPM in 2001 have touched me both professionally and educationally. Serving on the Board for my state society, the New Hampshire Association of Certified Public Managers® as Historian, Board Member at Large, President, Past President and currently as Treasurer, I have seen the organization grow and feel that I have been part of the driving force. My organizational skills supported me as I co-chaired the 2005 AACPM Professional Development Conference (the largest grossing profit conference in AACPM history!). I have chaired several of the successful NHACPM annual conferences working with Springfield College in providing high level instructors and promoting the CPM designation.

At the present time, I serve on the AACPM Conference Committee and the Member Benefits Committee under the direction of the Member at Large for Member Affairs. This year I had the privilege of working with the National CPM Consortium to review a re-certification of a state for the CPM program. I am honored that my society nominated me in 2006 for the Henning Award.

For more than 16 years, I have been involved with the Girl Scouts, starting as a cookie “Mom” and progressing to Girl Scout Leader, Service Unit Secretary for four years, and Town Registrar for five years. In 2004, I received the Girl Scout Volunteer of the Year Award. This year, 2007, my Senior Girl Scout Troop planned, raised funds and traveled to the Bahamas as I mentored them on decision-making skills, budgeting and goal setting.

Involvement with the Town of Bow Ski School Program since 1991, currently as Program Coordinator, has allowed me to watch other people’s children on the ski slopes in New Hampshire, and perhaps one of these days, I too will learn how to ski! A project that is near and dear to my heart is Operation Santa Claus. I have served in many capacities in supporting this important way to get Christmas gifts to children who might otherwise not have received any. I am on the Board for the Capital Region Food Program, a year round program of providing food to local food pantries. I love my town and was awarded with Citizen of the Year in 2006.

As you can see, I do enjoy a busy life. I believe with my organizational skills, good communication skills and enjoyment of people, I am well-versed to serve the Academy in the role as Secretary. I am ready and willing to take on a new responsibility and leadership role. Your support for my candidacy as Secretary for the American Academy of Certified Public Managers® would be greatly appreciated.

Candidate for Member-at-Large for Member Services
Deborah (Debbie) J. Smith, CPM

Dear AACPM Delegates and Friends:

In 2003, the CPM Connection states the following in my bid for the 2004 President-Elect candidacy:

The future is in our hands—my hands, my heart, and my drive belong to the AACPM vision.

And for me “this has not changed” except that I once again seek your support to serve our organization again. Since I went to the first formal CPM class in Oklahoma, I have found our organization to be everything I expected and more. I hold a strong desire to serve once again and have a deep rooted respect for our organization and its founding members. I am a charter member of our AACPM and of my own state chapter (Oklahoma) and am asking for your support and vote once again for the 2007 Academy Board Member at Large for Member Affairs.

I shared with the current board during the last board meeting where I was present, that I have a desire to continuing serving our organization through the election process to other board positions and or at committee level duties as long as I am a due paying member. And for me that will be a “looooong” time. I cannot begin to share with you the value this organization and the individual members have given me. From the first time I heard Ken Henning speak (1994 in OKC) — the admiration for the CPM mission has been at the very core of everything I do as a Public Manager and in my current position serving the citizens of Oklahoma.

I believe our organization will be best served by selecting an individual with recent past experience so that the business of the Academy can continue without experiencing any level of impact to the membership. At the HOD meeting in Madison, I am respectfully requesting that your choice and confirmation for this position is for me. And if your choice is for another option, please note that I will continue to serve this organization in every way possible. I see this same desire and level of commitment from the other founding members of AACPM and know and live with this burn in my heart every day.

During my recent tenure as President and Past President, I had the opportunity to visit with many of you in your state societies attending graduations and conferences and delivering state charters. And over the last 14 years, I have attended 11 of the annual conferences and have learned much from each and every one of our founding members and those who along the way who have taken the lead. I look forward seeing you again serving in this capacity as Board Member-at-Large and respectfully request your vote of support.
