The slate of candidates for the 2008 AACPM election is now complete. I am very proud and happy to announce that we have multiple high quality candidates for all three of the Board of Director positions up for election this year.
The HOD will be electing a President-Elect (3 year term – 1 year as President-Elect; 1 year as President and 1 year as Past President); a Treasurer and a Member-at-Large for Conferences and Communications. The Treasurer and Member-at-Large positions serve 2-year terms. The terms of office for all three positions begin on January 1, 2009.

On Tuesday, September 9, 2008, the "Meet the Candidates" forum will be held from 7:45 A.M. to 8:15 A.M in the Exhibit Hall of the Hyatt Regency Columbus Hotel in Columbus, Ohio. This will be your opportunity to ask your questions of the candidates prior to casting your votes at the House of Delegates (HOD) Meeting scheduled for the morning of Wednesday, September 10, 2008.
Each candidate’s biographical information and photograph are provided below.

Becky J. Bryant, CPM (AR)
President-Elect
Having now served on the AACPM Board of Directors for a year and a half, I have a much keener sense of the true dedication of our Board members. I also understand why previous Board members say, "Once you’ve served on the Board, you don't want to leave." As my term as Member at Large for Conferences and Communications is coming to an end, I am asking for your support to remain on the Board as President-Elect to help develop and implement some of the initiatives the current Board has discussed over the past years.
I am a 32-year Arkansas state employee and know first hand that government is ever-changing. We are constantly adapting to new and changing laws and regulations, changes in organizational structures, changes in managers and administrators of our respective government entities, and e-government, which has certainly impacted us all. Organizations, such as the AACPM, must be innovative to meet the changing needs of our membership and member Societies. I feel that my professional and personal experiences and achievements, including those listed below have provided me a solid foundation to assist with accomplishing the Academy's goals for the future.

Attained the Arkansas Governmental Manager designation in May 1991 and Certified Public Manager® credential in June 1994

Active member of the Arkansas Society for the past 15 years, having served as Recording Secretary, Corresponding Secretary, and two terms as President, President-Elect and Immediate Past President

Served on the Conference Committee that hosted the 1995 AACPM annual conference in Little Rock

Represented the Arkansas Society in the AACPM House of Delegates for several years

Recently completed 32 years of state service with the Arkansas Department of Labor, the last seven as the agency’s General Business Manager overseeing the daily functions of the agency to insure compliance with state and federal policies and regulations and to monitor internal controls for agency efficiency, effectiveness and fiscal responsibility

Active church member, having chaired the Finance, Personnel and Youth Committees, and directed the preschool choir for 15 years

Co-founder of a County non-profit organization known as Citizens Against Substance Abuse (CASA). Served as president for seven years while serving as a volunteer for Arkansans for Drug Free Youth.

Dr. Ada Puryear Burnette, CPM (FL)
President-Elect
Ada Puryear Burnette, PhD received her CPS and CPM from Florida State University. She has served or is currently serving as President; Vice President; Legislative, Level VIII Graduation, and Continuing Education Chair; and member of the North Florida Chapter (NFCFSCPM) of the Florida Society of Certified Public Managers® over a period of years. Her services to the Florida Society of Certified Public Managers® (FSCPM) include having served or currently serving as Legislative, Continuing Education, and Level VIII Graduation Chair; FSCPM Henning Award winner, and Member-At-Large. She served as AACPM delegate for the FSCPM a few times. Her terms as chapter president and vice president involved enlarged activities and memberships, preparation of plans and chapter effectiveness awards. She has received continuing education certificates and other certificates for her services to the North Florida Chapter and the FSCPM. She has had several newsletter articles published, and has spoken to both the FSCPM and NFCFSCPM on several occasions.
Her civic and community activities are too numerous to mention. Her major contribution has been to get organizations to which she belongs to contribute to the community in major ways. Some of her activities have included developing a nursing home library, making lap blankets and bibs for nursing home residents, serving as a member and president of the Homeless Coalition of the Big Bend and as Chairman of the HOPE Community homeless facilities, working with a Sorority Saturday reading and mathematics tutorial program, serving as “head mom” for a large contingent of students from St. Maarten and Ghana, West Africa who study at 4 Tallahassee institutions, getting groups to adopt families and to work the children through childhood until college graduation, handling oratorical contests, and working to improve relationship among people of different cultural and ethnic backgrounds. She has served as or serves as president, secretary, membership chair, founder, treasurer, undergraduate advisor, counselor and advisor, and board member of a number of professional and civic organizations; and, as an ordained deacon.
Her career has included the prenatal through the PhD levels for public schools, colleges and universities, prisons, the private sector, Native Americans, and her own business. Her job responsibilities and accomplishments include teaching and administering programs in the Florida Department of Education (first administrator since Reconstruction); a few universities (e.g., University of Chicago, Fisk University, and Valdosta State University); public schools superintendent and teacher; and, the private sector. She currently chairs the Department of Educational Leadership and Human Services at Florida A&M University. She is in the Gallery of Distinction at FAMU, listed in several national and international directories (e.g., Marquis Who’s Who in America”), Tallahassee Social Service Volunteer of the Year, AAUW Woman of the Year, Head Start State/SE Award, Chaired the Early Childhood Committee of the Education Commission of the States (the first non-governor) and has received several hundred certificates and plaques for her contributions at all levels of society. She wrote a PhD program, taught its first American and Ghana, West African cohorts. She has helped write and implement local, state, and federal laws. As FAMU Faculty Senate President, she was university spokesman and first FAMU Board of Trustees member. The FSCPM has honored her several times including Outstanding Contributor and Continuing Education (2007).

Carmen M. Bishop, CPM (KY)
Treasurer
I obtained a bachelor degree from the University of Kentucky and an MBA from Xavier University. I have 21 years experience conducting examinations of banks, trust entities, investment advisers, broker-dealers, and issuer agents with the Kentucky Office of Financial Institutions. In 1999, I was named Compliance Branch Manager in the Division of Securities overseeing securities examiners and the securities examination program. This includes enforcement actions against broker-dealers, agents, and investment advisers that have violated securities laws and regulations.
This regulatory experience has provided me with a clear understanding of accounting, budgeting, banking, laws, regulations, and overall money management that should be beneficial in serving as treasurer. I feel I can contribute to the maintenance and growth of the financial affairs of the AACPM through professional accounting/bookkeeping standards as well as maintenance of membership databases.
Since 1998, I have been very active and appointed to committees of the North American Securities Administration Association (NASAA), which is the oldest international investor protection organization and consists of 67 states, provincial and territorial securities administrators in the United States, District of Columbia, the U.S. Virgin Islands, Puerto Rico, Canada, and Mexico. In 2004, I joined the Kentucky Society of Certified Public Managers® (KSCPM) and immediately became active holding an officer and Board of Director position.

Reva Tisdale, CPM (ID)
Treasurer
Reva Tisdale currently President and a founding member of the Idaho Society of Certified Public Managers®, graduated from the first CPM class in Idaho December 2002. She is the Bureau Chief of the Income Tax Audit Bureau for the Tax Commission. She has been with the Tax Commission for 22 years. Reva is also a Certified Public Accountant and has been active on the Southwest Chapter board of the Idaho Society of Certified Public Accountants. She graduated from Boise State University with a BBA major in accounting. She enjoys traveling, scuba diving, and spending time at her home away from home in Council, Idaho.
Reva is nominated for AACPM Treasurer. In addition to her participation as treasurer and as president of the Idaho Society of Certified Public Managers® and a prior board member for the Idaho Society of Certified Public Accountants, Reva has participated in the AACPM national as co-chair for the orientation committee and has gained valuable knowledge through networking with other state society members.

Gail Gibson, RN, CPM (LA)
Member-at-Large – Conferences and Communications
Gail earned her Bachelor of Science and Masters in Science in Nursing at Louisiana State University Medical Center, New Orleans. She began her career as an RN staff nurse in the Labor and Delivery Unit at Charity Hospital in 1986. She was soon promoted to Labor and Delivery Orientation Nurse and then to RN Supervisor and on to RN Manager, Labor and Delivery. In 1993, Gail was promoted to Associate Nursing Administrator, Maternal Child Services and earned the Certified Public Manager® (CPM) credential in 1994.
After being elected President-elect of the LSCPM in 2004, her term as LSCPM President-elect was cut short when she assumed the unexpired office of President in 2005. She travelled to Baton Rouge for meetings and used video conferencing to conduct LSCPM board meetings for the first part of 2005. On August 29th, 2005, the waters from Hurricane Katrina flooded the first floors of most of the buildings at the Medical Center destroying electrical circuits, water pumps and fire pumps. Although there were many reasons why Gail should have asked that she be relieved of her duties as President, she continued to conduct her meetings by telephone conference and by videoconference when the hospital was again open. Gail’s home received extensive damage as a result of the Hurricane. Most of her immediate family and friends either lost their homes or received extensive damage. Over 90% of Gail’s family was displaced or relocated out of state. During this time Gail housed numerous family and friends in their home for over a year while they all attempted to repair their homes and lives. While faced with more then enough personal and professional tragedy and given the opportunity to divest herself of her responsibilities to the State CPM Society, Gail showed her dedication to the Certified Public Manager® principles by finding every way possible to lead the Society, including video-conferencing and conference calling from wherever she was. As a statement of her commitment, Gail continued as president for 2006, and remained on the Board as Past-President for 2007.
Gail has been has been highly recognized for her professional and service activities, including being named Department Director of the Year 2002, Great 100 Nurses of Louisiana 2001, Distinguished Women of Louisiana 1994, Louisiana CPM of the Year, was awarded the Charles E. Dunbar Career Civil Service Award, the state’s premier recognition of outstanding career civil service in 2006. Gail Gibson exemplifies the spirit of the Certified Public Manager®, and for that reason was the Louisiana Nominee for the Henning Award for 2007. She has provided outstanding service wherever she has served and has sought higher office and responsibility as a platform from which to provide greater service. She is the consummate team player and leader.

Barbara C. Pepper, CPM (MS)
Member-at-Large – Conferences and Communications
Barbara C. Pepper, Operations Division Director for the Mississippi Development Authority, was hired in 1989 to create a centralized, systemized approach to the management and delivery of select support functions to the agency’s executive and professional staff. Her primary responsibility is oversight and budgetary administration of agency-wide support activities such as asset management, optical imaging, records management, domestic/international shipping, motor pool, central supply, warehousing, information processing, postal services, office equipment, and facilities. She sits on the agency’s executive management team, has managed numerous staff relocation projects, and has developed and implemented several major facilities renovations including the Governor’s recent hurricane recovery team expansion. She has worked on the Mississippi Emergency Management ESF 12 response team, participated in policy-making and planning of a legislatively mandated office of the state’s financial oversight arm; and has represented her agency on committees dealing with cutting edge technology, emergency preparedness, employee reclassification, and professional development/certification.
Prior to her state employment, Barbara spent nine years in federal government and five years in the private sector. She graduated from the Federal Executives Institute, was Department of Defense employee of the year, and received congressional citations for her contributions to the USDA southeastern regional emergency response team. Barbara is one of the first professionals to earn Mississippi’s Certified Public Manager® designation and is a charter member/past president of the state CPM society. She has attended AACPM conferences from 1994-2007; served as state delegate; co-chaired the successful 1998 AACPM conference in Biloxi, Mississippi; and been AACPM board secretary, newsletter co-chair, conference committee member, and Henning award recipient.
Barbara is an avid fan of NFL football, NBA basketball, NASCAR, and music of all genres. She's involved in a variety of charitable endeavors and handicapped outreach programs. She’s an active member of Parkway Hills United Methodist Church where she regularly sings in their choir. In her spare time, Barbara participates in a high-energy choreographed dance program; enjoys reading, concerts, and movies; manages her youngest son’s music career; and entertains her oldest son’s two rambunctious little boys.

Glenn Thomas, CPM (KY)
Member-at-Large – Conferences and Communications
As AACPM Member-at-Large for Conferences & Communications, I will fully support the Academy’s mission, vision and goals. The CPM program helped shape me into the public leader that I am today and I wish to continue to advance the CPM brand by contributing at the national level. I have previously served my state society, the Kentucky Society of Certified Public Managers® for three years as Communications Chair as well as President, Past President, and Awards Chair. I also chaired the KSCPM Programs Committee when the 2006 AACPM Professional Development Conference came to Louisville. I have also worked in front of the spotlight as a presenter at the 2004 KSCPM Fall Professional Seminar, and at the 2005 AACPM National Conference in New Hampshire. In 2005, I also had the privilege of working with the National CPM Consortium to review a certification of the state of Nevada’s CPM program.
Before my employment as a KY state employee, I served my country for 13 years in the U.S. Army. I proudly represented my unit, my command and my country around the globe while earning 11 Army Achievement, 3 Army Commendation, and 2 Meritorious Service medals. I have devoted my life to public service and serving the AACPM at the national level is a natural extension of that commitment.
As a proud father, I have supported my children and their school activities through the years. I donated significant time and materials to perform building renovations for the Montessori School of Frankfort for 2 years, served on the Family Involvement Committee for the Frankfort Independent School District’s Second Street School for 6 years and now serve as a member of the PTA for the Frankfort Middle School.
In addition to my CPM credentials, I am also a certified Project Management Professional® and currently serve as the Vice President of Communications, and Webmaster, for the Project Management Institute’s Kentucky Bluegrass Chapter. As a result of my efforts last year, website traffic doubled from the previous calendar year without a substantial change in membership numbers.
I believe I can bring a wealth of applicable experience to the position as well as new ideas to the AACPM board. Your support for my candidacy as Member-at-Large for Conferences & Communications for the American Academy of Certified Public Managers® would be greatly appreciated.
