2007 President’s Award Presented To Stephen J. Mastro, CPM

A public sector manager, formerly from North Carolina and now residing in California, was recognized for “exemplary service, significant contributions and accomplishments” by the American Academy of Certified Public Managers® (AACPM) during the Annual Awards Banquet held in Madison, Wisconsin in September.
Stephen J. Mastro, CPM of Petaluma, California was named the recipient of the 2007 AACPM President’s Award by AACPM President Ron Buchholz, CPM of Wisconsin.
Mastro was cited for being an active member and chair of several Academy Committees. After receiving the Academy’s Fran L. Wilkinson Scholarship in 2002, which allowed him to complete his Master’s Degree in Public Management, Mastro was asked by then AACPM President Larry Totten to chair the 2003 Wilkinson Scholarship Committee. He agreed without hesitation to serve a second consecutive term as Scholarship Committee Chair when asked by 2004 AACPM President Ron Buchholz. During his second term as Committee Chair, he undertook a complete review of the Scholarship evaluation criteria and developed a series of suggestions to improve the evaluation process as well as the logistics and procedural requirements then specified in the SOP. Those suggestions and recommendations were approved by the Board and incorporated into the Academy’s SOP resulting in an improved, streamlined and more dynamic review and selection process to determine the recipients of the Scholarships. The Academy continues to use that evaluation process and those logistical and procedural requirements today. Mastro has also run for national Academy office twice in the last three years. Most recently, Mastro co-chaired the Academy’s 2007 Leadership Institute Committee.
The President’s Award is intended to recognize someone who has gone the “extra mile” and set aside his or her time to significantly help the Academy deliver its member services, and who has materially improved an Academy program or initiative on behalf of the membership. And this individual must have done so as a volunteer, and not as an elected member of the Academy Board, with a sustained focus and energy in these efforts for a minimum 12-month period.
“As Academy President, one of the particular highlights of this position is the potential to recognize an individual within our membership who has provided truly outstanding service to the Academy.” Buchholz said, “I am pleased and honored to recognize and celebrate the service and achievements of Stephen J. Mastro with the 2007 President’s Award.”
In addition to his efforts on behalf of the AACPM, Mastro is a Member of the North Carolina Society of Certified Public Managers® (NCSCPM) and has served as Society President in 2001. He served as one of the North Carolina Society Delegates to the AACPM’s governing body, House of Delegates on three separate occasions. Mastro has also served as president of several non-profit organizations and has served on the Board of Directors of several others.
Mastro was presented with the President’s Award during the Awards Banquet of the 19th Annual AACPM Professional Development Conference in Madison, Wisconsin. In presenting the Award to Mastro, President Buchholz stated “This person truly reflects the core values and principles of what it means to be a Certified Public Manager®.”
